Is there a way to make it an "executable" file? For some reason, the file does not get into my system by regular download.

Try left clicking the file instead of right clicking. The selection issues a database call which then asks for the file.
Which browser are you using? It works fine in both my IE and my Firefox. Right clicking and selecting save target as even works on my system.
